I tried to create a new user and was told they already exist. Now I can't find them in the list of users.

If you tried to create a new user and received a message that the user is already registered, it means a user with that email address already exists in your Greenhouse Recruiting organization and you will need to reactivate them, rather than creating a new account.

However, if you can't find the user on your Users page, first make sure that your filters are set to show All Users.
