How do I select who will sign an offer on behalf of the company

When you create an offer and click on 'Send with DocuSign', you will have to enter a user in the 'To User' field. This will be the user that is assigned to sign the offer on behalf of the company.

In order for a user to populate here, they will need to be on the job as a Job Admin: Private (or a job admin type with the permission stripe"Can see private notes, salary info, manage offers, and approve jobs/offers") . Alternatively, they can be Site Admins with the user specific permission of "Can see private notes, salary info, manage offers, and approve jobs/offers".
